The third-generation Shimazu Clan leader, Tetsuo Sakuragi (Yasukaze Motomiya), arranges a meeting with Kenichi Kanamori (Yoshiyuki Yamaguchi), but Kanamori refuses to listen. Hidetoshi Kaji (Hitoshi Ozawa), the head of the Koga Family, takes matters into his own hands and eliminates Natsuo Hiroshige (Eiichi Furui), a former member of Shimazu’s Shinseikai faction, who was secretly working to link Kanamori with the Ichikō Alliance.
